Board Members

TIRZ 17 Redevelopment Authority is governed by a 7 member Board of Directors.  All board
members are appointed by the City of Houston.

The Board holds their regular meetings on the first Tuesday of each month at 7:30 AM in the
Memorial City Conference Center (first floor) - Memorial Hermann Hospital.  The Memorial City
Conference Center is located at 921 Gessner Rd. Houston, Texas 77024.  The public is welcomed
and encouraged to attend.

Chairman since the inception of TIRZ No. 17 in 1999, Mr. Turet has been a practicing real estate attorney in Houston, Texas for more than 35 years and is a partner in the law firm of Frank, Elmore, Lievens, Chesney & Turet, L.L.P.   Certified by the Texas Board of Legal Specialization in Commercial and Residential Real Estate Law, he represents developers, builders, lenders and homeowners in real estate and business related matters.  He is also a member of the American Arbitration Association Commercial and Construction Panels and has conducted hundreds of arbitrations and mediations.  He has been active in church, community and civic organizations, including subdivision homeowner’s associations, the Houston Marathon Committee and various charitable fundraising organizations.

Ken Arnold is the President of K Arnold Consulting, Inc. providing engineering and project management consulting services to the oil and gas industry.  He is a member of the National Academy of Engineers and a member of the Board of The Academy of Medicine, Engineering and Science of Texas.  He has won numerous technical achievement and professional achievement awards from the Society of Petroleum Engineers and the American Petroleum Institute and is the author of over 50 technical articles, the editor of a reference manual and co-author of two textbooks.  In 2003, Mr. Arnold was selected Houston Area "Engineer of the Year" by the area's engineering organizations.  The selection was based on Mr. Arnold's outstanding educational, professional, technical, civic and humanitarian achievements and contributions.

Dan Moody III is Vice President of Moody Rambin with responsibility for development, acquisition, and investment activities. Dan recently completed overseeing the redevelopment activities of the Town & Country Village Shopping Center. Dan is also a member of The Executive Committee, the Association of Commercial Real Estate Professionals, the International Council of Shopping Centers and the Urban Land Institute.

Ann Givens


Ann Givens has lived in the Spring Branch/ Memorial area for 37 years. She is active in working on community development projects such upgrading the neighborhood water system, flooding and drainage issues. She has served as president of the Greater Wrenwood Civic Association for the past 3 years. Mrs. Givens has participated in 7 medical mission trips to various Latin American countries and serves as a volunteer on the Safety Committee of the Houston Livestock Show and Rodeo.

Dr. Hodges

Dr. Zachary R. Hodges
President, Houston Community College-Northwest

Dr. Zachary Hodges has a long and distinguished career in higher education but most importantly, he has been committed to establishing the community college in Katy/West Houston as a critical part of the infrastructure of the community. He holds a B.S. in History and a M.S. in Counseling from Texas A&M - Commerce. His doctorate, also in Counseling, was awarded by Texas A&M - Commerce. He was named an American Council of Education Fellow in 1992 and served as Chair of the Council of Fellows, the Executive Committee of the Fellows Program, during 1999-2000. He is a graduate of the Community College President's Academy, and the League of Innovation Executive Leadership Institute. Dr. Hodges is a member of Class I of West Houston Leadership Institute, Class XV of Leadership Houston, and Class XIX of the American Leadership Forum. He served on a statewide committee for the Texas A&M University's College of Agriculture: Visioning for the 21st Century and was recently appointed to the Commission on Leadership Effectiveness through the American Council on Education, the premiere higher education group in the country. Dr. Hodges also serves on the Innovation and Emerging Technologies Committee for the American Association of Community Colleges.
In 2003, Dr. Hodges was selected to the Hall of Honor for Texas College Presidents by Phi Theta Kappa, the honor society for community colleges. Dr. Hodges has served on various community boards in the Houston area, including: United Way's Management Assistance Program Board, West Houston Medical Center Board, Partners in Education and Career and Technology Boards for the Katy and Spring Branch School Districts, the Altharetta Yeargin Art Museum in Spring Branch, and District Chairman of the Mustang District of the Boy Scouts of America. Dr. Hodges was honored by the Greater Katy Area Chamber of Commerce as its Citizen of the Year in 2004.

Brad Freels


Mr. Freels joined Midway in May 1983 and opened its Houston Office at that time. He became a Partner in 1990 and currently serves as Chairman and CEO. Brad is the sole shareholder of Midway Holdings, Inc.; the holding company for an integrated group of real estate and investment related companies that operate under the name Midway Companies.
Under his leadership, Midway has prospered and become one of the most active developer/investment owners in the Houston area. Midway has developed and acquired over 32 million square feet of office, industrial, hospitality, medical, and retail properties throughout the US and Northern Mexico, and 4,500 acres of business and residential communities in over a dozen cities.
Mr. Freels received both his BBA and MBA from Texas A&M University. He is involved with numerous national and local business, educational, Christian, and charitable organizations.
